yeah an intercooler without a turbo serves no function.
the purpose of the intercooler is to cool the pressurized intake charge before going into the intake manifold. since a turbo compresses air, it causes the air to heat up rapidly, hence the reason it needs to be brought back down closer to ambient temperature before going into the engine. this helps deliver more power. (colder air has more oxygen)
