Faster Car for $11-12K?
With what you suggested, it sounds like a Celica is your best match.
I would recommend an Impreza tho... if you can find the right deal that is, but that's just me being biased, everyone knows Subaru hasn't made any coupes for over 3 years now. Alright, what say you to a 2001 Subaru 2.5 RS coupe? mmm? mmm?
(edit) would it help if I posted some pictures of the RS to tempt you, or would that be a futile effort?

well I probably can convince my folks to add a bit more to maybe 13-14k. I'm looking at maybe a used base rsx or a gts. is the base manual rsx worth it? (read that's it's better for everyday driving).
btw thanks for all the input so far guys.
never hurts to be tempted, but to tell you the truth I'm not looking at the RS.

A base model RSX is great for an everyday car. They're reliable and already have a ton of aftermarket parts out for them.
Good luck finding one though, in my area they sell really quickly, even the very high-mileage ones.

heres what u do. go on ebay, buy a 1970 chevy nova body, no engine, no tranny=$1000. go to a junkyard, get a 350=$500. get a rebuild kit for said 350=$500(for a complete one). get a new camshaft for said 350=$500. get a new intake manifold for said 350=$500. get a 4 barrel carb for said 350=$400. get new exhaust/headers=$1000. go to a body shop, have them redo the interior=$1000. got to a body shop get them to paint the car=$2000. get new tires=$600. get a th-350 or a th-400 transmission at a swap meet=$500. total=$8500. then blow the rest of the cash u have saved up on whatever else is necessary. maybe new parts to replace anythings that rusted out, or to get better parts for the engine, whatever.
