rust under seats? Carfax help maybe?

rust under seats? Carfax help maybe?
My GF bought a car a while ago from the honda dealership and i was messing around with it and i saw rust on the bottom of the seats. She also has what looks like water rings on her front door speakers. And not as important but all her bolts under the hood and underbody are VERY rusted.
Could this mean her car was flooded? Doesnt the dealership have to tell her if it was?
