yeah, at 140mph, the difference between indicated vs actual on your speedo would be about 6mph plus whatever difference it would have been with stock tires.
so actually giving you benefit of the doubt, at 140mph indicated speed, a stock civic would be going an actual 133mph or so, and your car would be going 127mph or so.

so yes, auto manufacturers always make the speedo give you an indicated speed of slightly less than your actual speed.
for example, on my S2000 (and this is radar verified)
when i'm going 42mph indicated, i'm only going 40mph actual.
when i'm going 103mph indicated, i'm only going 99mph actual.
and at 127mph indicated, i'm only going 122mph actual.

i can go 125 easy without nos. Just intake, headers, exhaust, hyper ground kit, pullie, spark plugs.
The rpm should be around 6300 for 125 mph. I tried to go more, but I dont want to use my nos. I think 125 my governer.

yeah automatics cant go as high, but autos use less rpm. On a uto civic going 65 its no more than 3k rpms. when its a stick, rpms should be slightly higher. probably 3.3 k rpms. this is not accurate though its around that much.
2004 Coupe LX 5 spd...no engine mods whatsoever...can hit 117 mph anytime of the day. At 117 mph, the governor kicks in and retards the fuel. I still have at least another grand before redline and car still wants to pull, so there is no issue there.
When doing an engine swap, Hondata will "delete" the governor. Can't wait. Used to have a 1997 Prelude sportshift. Had Tanabe exhaust, cold air intake, Nology wires and MSD ignition. I could hit 145 mph all day long...no governor...500-750 from redline...but drag prevented me from going faster. Was driving on the freeway one day, started going down a 10% grade, and burried the speedo (over 150 mph).

I tell you what I will take a photo of my speedo and post a pic to make everyone happy. By the way I do live in Germany and we have auto bahns. No speed limit so I have more room to get up to speed than most of you. Plus 2000 si's run into the 150mph plus. So why wouldn't our vic's. We have more displacemnet 1.7 liter v/s 1.6. Just because they get up slower doesn't mean they do not have a high top speed.

by the way, we also have the 1.7 liter.
i'm sure you could get 145mph or so in a stock civic without a governor and enough road. but i dont think you'll get much past that with the stock 127hp. at 145mph the car is probably at or nearing it's drag limited speed.
the Si can hit faster speeds because it has 160hp.
