Whirring/Whining sound at 20-25mph

Whirring/Whining sound at 20-25mph
Hey guys, so I'm having a little problem on my 2021 Type R (19k miles) I was hoping y'all could help me out with.
I started to hear this weird whirring/whining sound, only when I'm at 20-25 mph. It doesn't matter what gear I'm in, accelerating, decelerating, or turning. I only hear it at this speed. The sound goes away below 20, and above 25. I had a friend sit in it and he said it just sounded like the engine slowing down like normal. However, I disagree because there's a noticeably louder sound in the 20-25 mph range.
The first thing I suspected was the wheel bearings, as I've heard similar noises on previous cars. I did the wobble test on all 4 tires - no play at all. I couldn't hear anything on the tires when I spun them with my hands either.
Could it be the tires? I got the car used so they have some (what seems to be brand new) advanta tires on them.
I attached a video. You can clearly hear the sound the second I go from 23 to 22mph, around 3.5 seconds into the video.
Any and all insight is greatly appreciated!
