Also, if I had FIPK II and HP top portion header, stock exhaust, and automatic transmission, how much gain could I expect with a VACF II? Can you tune it yourself or does it require paying people at a shop tons of money to tune it?

As long as you have a cat on your ULEV civic you will pass. Its hard to make a ULEV not pass (AKA boost)

vafcII makes very small modifications to the a/f curve. I gained 2whp with the header and pnp head work. You won't have any emissions problems, actually it would improve them since you're tuning for the ideal ratio. Garage Kwai will tune it on a dyno for $125 and give you a graph with everything. Ther'yre located about 5 mins from the hooters meet site.

With the mods you have and the fact that you have an auto, it would be a waste of money.
