Driver Side Brighter than Passenger Side

i installed some DDM Tuning 35w HIDs the other day. I noticed that my driver side is considerably brighter than my passenger side. i tried switching the ballasts still same problem.
i turned on my headlights before while starting my car i noticed my passenger side would go out and driver would stay on. i would have to turn them off while the car is on then turn them back on again to get it to work. would this be caused by not getting enough power? would i need a relay harness?
anyone have any other suggestions?

yeah more than likely two ballast firing up at the same time is too much for stock wiring. you need a thicker wire harness with relay.

Thank you. I just ordered a relay today. going to give that a try. but first DDM suggested that i try switching the bulbs to test it.
