dashlights, heater lights,tail lights,parking lights dont work but headlights do??

dashlights, heater lights,tail lights,parking lights dont work but headlights do??
I have a 93 civic dx i have a 15000k hid kit in it and when i turn the lights on the lights come on but the dash lights heater lights parking lights and tail lights do not. when i hit the brakes or the turn signals they turn on but not if i dont. the gear position lights are on. can someobdy help me thanks.
