Brake lights stay on, Head lights don't work.

Brake lights stay on, Head lights don't work.
Hey people. I just recently bought a Honda civic 92 vtec off some douche but got it for cheap and it turned out to be a piece of ****. It had a blown head gasket but I fixed it now.
A few problems still exist.
The brake lights won't turn off even when no key in car.
The radiator fan doesn't work so I connected it straight to the battery.
( have to disconect battery when I leave car for lengths of time)
and the headlights won't go above park, no high beam either.
It's not the fuses as far as I know for the headlights, they seem to be fine, not the bulbs either.
Any help is greatly appreciated.
