Check engine light comes on Rpms and power drops HELP!!!

I have a 1992 Honda civic hatchback for some reason after driving a while especially driving on the highway at a consistent 50 to 60 mph for a short period of time the rpms suddenly drop and the car feels like its not putting out as much power as it was before when I push the gas down. Sometimes the check engine light comes on too but it goes off after I turn the car off and on, in first it'll idle below 800 rpm like super low and the car struggles going in first and second. I've cleaned the IACV and it idles a lot better but didnt solve the problem ive also adjusted the idle screw and that didn't solve it either idk what to do. FYI it goes away after I turn the car off and on but itll come back after a while into a drive. And the engine is that **** d15b8
