I have a Honda del sol with a b18b1 engine and it won't pass 4rpm when I try it makes popping sounds and it stays reved up at 2rpm and when I turn ac on it goes down a little I don't know the problem and it only happens sometimes and makes it hard to drive in every gear won't pass 4rpm it doesn't happen all the time though sometimes when it's driving like that something would crackle and the engine like would flick off and on and it will continue to drive normal again and vice versa please help

ECU going in safety mode - something is not working right.
check oil levels (it controls VTEC, if low, ECU goes safety mode)
any engine light? Check engine codes

Can't scan it and don't have VTEC and just did an oil change

It sounds like a clogged or malfunctioning oil chantrol valve in the vtec system.

Do you have an engine light on? Does the issue go away after the oil is warm? Is your oil low?

I have tried cleaning the oil control valves, but, it didn't work. Test the resistance of the solenoid, if it's low or O.L. then replace the component.

when you first start to start the car you go to take off it goes past 4 RPMs but when it warms up it stops working it won't let you get pass 4 RPMs

I agree.......mine, for the longest time would start surging...like you are quickly gunning the motor up and down, when I tried to pass someone...as soon as it hit 3900 or 4000 rpm it would do this...but sometimes not when I first started it up. I checked my oil....it wasn't even on the stick. I only had a quart with me at the time...I put the quart in, and when I started to drive again it immediately stopped doing that surging, and I was able to reach it out all I wanted. It sounds stupid, but check your oil. You might want to check your oil pressure by an alternate mines than just your gauge, if you have a gauge...my 2003 ex civic did not have one. My opinion was that it was not allowed vtec to shift on due to lack of oil pressure.

That's exactly how the system is designed. No oil = no VTEC, the system uses oil pressure to work.
Check your oil more frequently

Yes engine light is on it is reading codes of rocker arms off
