1995 Civic DX: Surging idle will not go!

Alright I have had the problem for a month or two now, and so far I've cleaned out the TB, AICV, and the FITV, and also maybe unrelated, I had a shop do a fuel system cleaning. I've also tried bleeding out the air from the system, but it's kind of difficult to do with the coolant going up and down, and with having a 95 civic I have the bleeder screw, but it's broken off twice(Replaced water outlet twice) so I was done using that hahaha, and just did it with the rad cap.I should also mention that this started happening after I let the gas get a little below 1/4 of a tank, and it only happens once the car has warmed up.
When I first got the car, sometime this summer, so about 4 months ago, I did a tuneup including Fuel filter, air filiter, plugs&wires, and distributer cap.

This might be contributing to the problem, but I'm not sure. My car, whenver it is warm outside (50F+) it begins to overheat at highway speeds, so I'm thinking the radiator is clogged/may have more air in it, because the fan kicks on, and the thermostat and thermostat sensor are new, along with a new rad cap. But if it's cold outside the car runs fine and will never overheat. Anyway...I heard having clogged radiator, or air in coolant system causes a surging idle. But the overheating thing came before the surging idle, not really at the same time.

So please someone have an answer for me! Haha, I'm going crazy over this stupid idle problem. Thanks everyone!
Car is a 95 Honda Civic DX completely stock

If you still have air in the coolant system, those bubbles will sit in the IACV and not allow it to function properly. I had a hot idle surge and had to replace the IACV to get rid of it. Cleaning did not work.

Would covering that hole in the Throttle Body tell me whether or not I have to replace it? I forget exactly what is supposed to happen to show if it needs replacing or not, anyone remember?

The idling issue after warm is related to the IACV-- mine did the same when I upgrade to an aftermarket throttle body with no place for it... I didn't have it hooked up for a couple days and the exact same thing happended to my civic. Once I got the iac valve hooked up and sealed tight, no more engine code and perfect running!!!

Okay man I'll go check the AICV and post results on forum before I go out and buy one. It might be a day or two though. Thanks for the info!

I know that also the throttle body cable must not be other than stock setting, it also set the same code on my civic when I was trying to fish out the idle issue...I had adjusted it to raise the idle---set the check engine light- coding access air/iac. Hopefully you don't have to spend a bunch of money...

Yeah everything on the car is stock, I'll check the throttle body cable slack and make sure it's not too tight. But my car isn't throwing any codes.

Just a quick update....

I plugged the whole to the IACV inside the TB and nothing changed. I sprayed some TB cleaner around some vacuum lines that I know of, I'm sure I missed a few, and the idle didn't change. I then covered the whole TB opening and it died, so there isn't a vacuum leak inside the TB. I also haven't been able to check throttle body cable, completely forgot about it actually, haha. So I'll check it tomorrow.

So I want to get the radiator flushed to rule out any air in the radiator, but luckily for me.....my cv joint is going bad now -______- so need to fix that first.
