B16A Turbo??
hello,
I want to fit a turbo kit to civic SIR 97..
What is the best and cheap full kit?
What internals should be changed?
Should compression ratio be lowered?how?
Should injectors and fuel pump be changed?
What is the expected power gain?
Any advice is welcome...

You will need forged pistons and rods. Lower compression pistons. Better head gasket and arp headstuds. A cam would be a good idea (also retainers and springs). Fuel pump, pressure regulator, injectors, Programmabe ECU, and probably sme other stuff I cannot remember right now.

If i want to reach 250 hp only, i'll need to do all this?
Is it satisfying to change the exhaust system with larger one 3" to lower the compression ratio or that has no relation?
Where to buy forged pistons and rods?
What size should the injectors be?

Exaust will not change your "compression ratio". It will only change your "backpressure".
The injector size depends on how much boost you are running, and how big of of a cam you have (mainly).
Eagle and wiseco make good forged parts.
I am not trying to be insulting when I say this, but it is not just "plug and play" with a turbo. Your car needs to be tuned by someone who knows what they are doing or you will ruin the engine. It sounds like you don't know what you are doing. I suggest you, at the very least, buy a book on the subject, if you are going to attempt this yourself.
