my 2001 honda civic warning lamps and signals wont work but fuse is still good

Engine compartment fusebox fuse #5
Dash fusebox fuse #19

Turn/hazard flasher relay? Looks like it should be the largest relay looking thing on the front panel of the dash fusebox.

I would have a wiring diagram and a test light out, and track down the real cause. No guessing.

Did you recently take off the dash? If you did you might have left the hazard harness unplugged...this would cause your hazards and turn signals to go out
