93 Si gauge cluster problem

So i bought my 93 si hatch with a jdm cluster in kilometers per hour. I traded it straight up for a usdm cluster so i can have mph readings. When i put the new cluster in the rpm gauge does not read correctly. It will redline at about 6k rpm, which is 1200rpm too low. So i went to the junk yard and pulled a cluster out of a civic ex and the rpm gauge would climb too fast and still not redline. Any ideas of why this is happening? i adjusted the needle and my idle says 1200 rpm and still will only go up to 6500rpm and hit rev cut. I need to fix this asap. thanks in advance.
