head lights and dash don't light up

head lights and dash don't light up
hello there ,
i have a 92 honda civic SI 3dr. when i turn on my lights at night the gauges and head lights don't turn on. hazards work, dome light works, emergeny light and seat belt lights on the dash works, signal lights work. during the summer it was never a problem, now its getting colder and its not working again, some times u let it warm up and they pop on and sometimes they don't. any ideas? im not that good at wiring , all the fuses i think are good, any body have any ideas and even if you don't , any ideas of what i should get the mechanic to look so im not gonna get hosed for them checking alternater and stuff like that cuz im pretty sure its not the alternator, thanks for your help!!
