If you look closely, there are little gaskets or seals underneath the bolts. When they get old, they get brittle and start to crack, which is probably a good indication they need to be changed. You can get a valve cover gasket, spark plug tube seals, and those cover bolt seals as a set at local auto parts stores as a set. What do you need to know about drum brakes? I've only dealt with them on my Corolla and they were a PitA, but they rarely wear down since a good majority of the braking is done in the front. I think there is an adjustment screw to toy around with them. I don't have my manual around ATM, but there are a few guys here who can help you with that.

Are you looking to change the pads in your drum brakes, or are you looking into a disk conversion??
A little more specificity would be best
And oil leaking could be a sign of a gasket gone bad
