Need transmission advice!

My civic broken is an unknown quantity at this point
Need transmission advice!

I recently did a full rebuild on a 2000 civic ex with the d16y7, never did anything to the transmission other than store it. When I re installed the engine and got it broken in I began having issues with the transmission, The d4 light constantly blinks and if I put the transmission in d4 it’s almost like it’s stuck in third or fourth gear because it slips badly and doesn’t accellerate, if I put the car down into 2 it takes off fine but I have to manually shift it basically and even then the car still doesn’t have first. What could cause this? I’ve reset the ecu and Have proper fluid level
