Is this missing a cap or hose?

Just bought this 2000 Civic LX SOHO, have started cleaning the engine and engine bay. In the process of wiping down the area where the engine case meets tranny found this tube sticking up about 2 inches. Can't tell for sure but looks like it opens to engine and wondering if is is supposed to have a cap or hose attached to it. I did not detach anything from it to the best of my knowledge. I know it is not the ATF dipstick, I am new to this forum, although I used one for my 67 mustang but that is another story. Can anyone tell me where this tube leads to and should it be covered.

That is a vent tube and it is supposed to have a special "breather cap" over it

Honda dealer part #21396-PX5-000, maybe 5-6 bucks or so. (I just guessed at the car and trans to look up the part number, it may or may not be correct)

Thanks ezone, I figured someone would recognize it, and that someone is you. It just did not seem right with an open ended tube exposed.

I appreciate your reply. The part number did come up as a breather tube.
