odd idling in 98 y7

1998 civic ek hatch
y7 engine
157xxx
manual 5 speed
Canadian built
no CELs
had it a year in half, only started 2 months ago
new fuel filer
new cap and rotor
new plugs, wires
odd idle for a couple days out of month not in any consistent pattern or time frame
more frequently, when it goes from warm to cool
as well as some random times in general weather not mattering
well it drops down to around 450-550 rpms idle
clutch in or clutch out, in gear out of gear
if i pump the brake in idle (with or without clutch in or in gear)
the revs will go up to 1000~
then once i stop it will go down to around the 450-550 for about 5 seconds then bump itself back up to normal
(thats how i can get it to do it on purpose, only sometimes, around the time frame its acting up, wont do it any other time)
when it happens by its self it will just randomly drop and stay their till i take off then sometimes itll go back down again next time i idle to the 450-550 or it will not happen again
ive never had a fuel skip while accelerating quickly
even times its acting up
it also has no problem holding an rpm
any one else know anything on this subject?
i know the IACs can get wonky
but possibly a sign of a throttle body sensor?
but the problem with those two is there is no codes at all
which normally leads to fuel fuel/fuel line/anything dealing in set fuel
