How do I attach front license plate?

I have a 1998 Civic and I need to attach the front license plate.There are holes in the bumper but nothing behind them.Do I need to remove the bumper to put nuts and bolts or is there other options?Any help is appreciated.

The holes should be threaded.

If not then you will need to remove the bumper and put nuts on the back, or tap the holes.

Move the plate up or down a smidge, use some sheetmetal screws to hang it on?

Thanks for the replies.I found a screw and plastic anchor set at the auto parts store and it worked awesome.It is made specifically for this application.Thanks again for the replies and advice.I appreciate your help.
