My wife's civic has been idling rough at start-up the past few days, and I figured it was just a sensor going bad (230k and mostly original parts), but today it left her stranded at work. I unplugged the TPS and (i think) the IAC valve, turned it on and it started right up. I turned it off, plugged the sensors back in, and turned it on again and the CEL light was on. The codes that came up were P1509 (idle air control circuit failure) and I'm not positive this was the other code, but I believe it was P0122 (TPS low circuit).
My question is, do you think the TPS or IAC, or both are bad? I figure at least one of them is causing the rough idle. I'm also curious if the CEL came on because I started it without the two sensors plugged in. The car won't be around all that much longer, so I don't want to just throw parts at it

CEL and codes are definitely set because you had them unplugged. Clear the codes and see if any return immediately, or if any codes return after another no start event.
TPS can be bad without setting any code too.
Will your scanner read live data from the computer? See what the TPS voltage is at the time it will not start.
TPS should read 0.49V at closed throttle. If it reads a whole lot higher than that, the computer could shut off fuel during cranking.
