98 Civic lock actuator problem

First off, I would imagine that one could lock the driver's door from outside with a key, right? the lock won't let me close it.
When I try, I can see the lock release handle on the inside kind of move, but it feels like the locking mechanism is "stuck" or something.
Also, the passenger side seems like it's weak when I try to use the power lock feature. Does these actuators go bad often?

If you think a good mechanic is expensive, try hiring a bad one

You know about pulling a handle out before you can lock or unlock with the door open, right?
Um, pull the panel off and see of any of the linkage/rods has been gooeyd with tar or glue from the inner liner.
Then poke around to see why your lock and latch don't do as they should. Bent? Rusted? Seized? Damaged?
Yes, actuators do get weak and go bad.
