97 civic AC issues

97 civic AC issues
My AC compressor will not engage. I have been dealing with this issue for about two years.
When I push the button the light comes on, the interior fan comes on, the condensor fan comes on but the clutch won't engage... I know the cluth works becuase when it was working (intermittenly) it blew cold air.
My system is properly charged
I recently replaced my Thermol protector
I verified that all fuses are good
I verified that the relay works
I traced the wires and don't see any breaks or problems.
There are times when I go out to go to work in the morning and the AC will work but stops after about 3 miles.
