Emissions Test - Failed "Please advise. Thanks

Hi, My 1997 Honda Civic HX failed it's Emissions Test. See below the ASM Emission Test Results. What do you suggest I do to get the car to pass the smog test? I'm thinking it's minor service or repair that I can complete. Thank you in advance.

1997 Honda Civic HX
ASM Emission Test Results:
15mph - RPM = 1587 %CO2 = 14.8 %O2 = 0.1
HC (PPM) = 53 (max 66)
CO (%) = 0.24 (max 0.57)
*NO (PPM) = 755 (max 487) (Failed)

25mph - RPM = 1705 %CO2 = 12.7 %O2 = 3.0
*HC (PPM) = 60 (max 49) (Failed)
CO (%) = 0.24 (max 0.55)
NO (PPM) = 678 (max 774)

Do the following and I can almost guarantee you'll pass.

Change your oil,
Replace spark plugs,
Replace 02 sensor,
Replace Cat *with a quality one*,
Adjust the idle to 1000 rpm,
Retard the timing by a couple degrees.

Before you go to the test:
drive till the gas light is on and fill up with 20L of Chevron 87 octane,
pour a 4L bottle of Methyl Hydrate in your gas tank,
take your car for a long, hard, abusive drive with the heater off to get your engine as hot as possible.

If your don't pass after that then you have no hope.

If you have an EGR clean it also. EGR problems are the number 1 cause of high NOx.

Remember, after you've reset the ECU to drive it for awhile to set the readiness codes before you go back for the inspection.

I'm making head way. I drove the car for 30 miles to heat up the CAT before taking it to smog station. Result where way better than before but I still failed the HC test. All the other test the car past with flying colors. Any advice? Fuel additive?
I have replace the PCV recently.
A compression check was performed and it passed. The reading were 160 from what I was told.

3. Fuel/air mixture too rich. Bad O2 sensor(s) can throw the fuel trim out of whack. They are now recommending changing the O2 sensors every couple of years now.

My reading for HC (PPM) where
Test 15 mph MAX 66 MEAS 75
Test 25 mph MAX 49 MEAS 49

What can I do without replacing the CAT or O2 sensor to get the HC to pass smog?

Greatly appreciate your advice.

02 sensor should last you 10 years or longer, my cat 02 has been there since 2000 and i never have to change it, i wait till it fail on me then to change it, have a good clean air filter, bad filter can reduce the amount of air going into the motor causing it to have more fuel and less air.
