ok i have a 1999 hx, it is throwing a cel code for the IAC valve, i cleaned it and then reset the ECU code came back. got a newer IAC valve replaced old one and reset ECU code came back. i just put a new tps sensor on and a new map sensor. the code keeps coming back for the IAC valve. and idle goes up and down and it makes a funny noise from intake kind of like a blup blup. oh and i checked IAC valve with a battery and it works and i checked plug to the IAC valve it is throwing like 20 volts to the IAC valve, i cant figure out wat is wrong. also every now and then when the code kicks the car jerks as you hit the gas but if you turn the car off then back on it stops. someone please help me

20 volts to the iac valve? Thats your problem, you should never see over battery voltage my boy I would check your voltage at the battery it sounds to me like you have a fried voltage regulator.

You should see around 13-14 volts at the battery when running although the hondas are kind of tricky when it comes to that because they use an electric load detection circuit that can kick it down sometimes. The bare minimum should be 12 volts anything less and you have problems either via ground or charge. My advice would be to make sure that both battery terminals are clean and free of corrosion, the 2 philips head screws in the engine fuse bay panel are tight and secure and that all engine grounds are clean and corrosion free (these are easy to test just attach a jumper cable from the - terminal to the engine see if things change is so you have crappy engine grounds. Once those are checked then move onto troublehsooting. Download the manual in my sig it will help you immensely.

with the car off you should see no more than 13-14 volts max if you are seeing more then yes thats a problem. the voltage regulator keeps that in check. Are you sure your meter is not out of whack? At that voltage the battery would be fair cooking.
