Cruise Control, Horn, and power locks not working

Cruise not working - light on the button and dash don’t turn on. Horn doesn’t work. Not sure if related but power locks not working either.

It has been sitting and I just noticed this so it may be related - I swapped a broken relay from my civic to my FIL’s civic and I can’t remember which one. I checked fuse 7 under the hood just to make sure and it isn’t that.

Any ideas??

Light on the dash switch could just be a burned out bulb. That's common, all you really need to make sure is that the switch is clicked to the IN position instead of out. .
Check if horn relay clicks when you push the horn button.
Both of these systems inop COULD indicate a clockspring problem but more testing is needed before drawing that conclusion, because each of your complaints COULD be completely separate issues with no common cause.

Power locks.....lots of possibilities.

Check ALL FUSES in BOTH fuse boxes.
