Fog Light Relay Problem

I'm trying to wire up some fog light so that they will come on and stay on with my parking, low, or high beam lights. I'm trying to wire them up according to this diagram that I've drawn. The problem that I ran into is in figuring out which wire is the (pass side) parking light wire. I can only access the wire in the large bundle harness (without removing the bumper to remove the light), but of course there are two red and yellow wires in there. One is for the parking lights, the other is for the turn signal. I certainly don't want to have my fog lights blink with my right turn signal, lol. So I pulled out my tester, here is where it gets weird: Neither wire has any power with the key turned off. Both wires have a constant 11.7 volts when the ignition is turned on or the parking lights are turned on. Both wires jump from 8ish to 18ish volts when the turn signal is on. As to my understanding of the wiring diagram in the service manual neither wire should have power with the ignition on and parking lights off, and only one wire should jump voltage with the turn signal, while the other stays constant. Please help me figure out where to connect this last wire in my harness. I was thinking, "I can just try wire A, and if it blinks with the turn signals then I'll need to change to wire B." But with both wires having power with the ignition on but lights off I don't think either will work properly. Why do they have power when the lights are off?

take out the front parking light bulb, and just tap the harness trigger to the red wire going to it. the black is ground. cant be any easier.

Sounds easy, but my hands are too big to get back there without taking out the entire headlight (I tried to contort my fingers in there for about 15 min.) and to do that you need to take off the front bumper. So I said screw it, tried wire "A" and it worked perfectly. I don't know why my ohm meeter was going crazy. I'll get some pics posted soon. I'm not 100% happy with the fitment, but I'm happy to have something (they are OEM style fogs from ProCivic). The fog gets SUPER thick around here often. Thick enough that you have to slow to idle speed in 1st, turn off the headlights and run fogs only, while you strain to see the yellow lines 5 feet in front of your bumper.

nope, just remove part of the wheel fender plastic above the wheels.
