HID Lights?

HID Lights?
Maybe somebody can help me out a litte bit. I saw this RSX the other day and it had this really bright blue lights. But they weren't blinding, just really bright. Are those HID Lights and if they are, how much work and money does it cost to do that. I've heard/read things about retrofit and conversion. I don't know what any of that means. I just want really bright blue lights on my car and any help would be much appreciated.

i've been havin some questions about hid's to. There plug and play right? What exactly is it that you get when you buy them? New lights, some kind of power supplier?
