Question about HP header!

Question about HP header!
Okay i found this header(link below)on truehonda.com and it says "Full header+cat" but then in the next sentence it says "for offroad use." It also says it comes with an O2 sim box? What exactly is that. And so does it have a real cat or just one of those larger diameter pipes that goes in where the cat would normally go? Im confused!
Can someone please clarify this for me! The reason I ask is because i have an lx(with the manifold cat) and want to get street legal headers! I know about the ex conversion but isnt that basically what this hp header is(minus the downpipes and other miscellaneous parts) or not?

they say off road use because its not really supposed to be used on the streets. and the o2 slim box is an o2 simulator that you need if you don't want to extend your wires and tap a thread in your pipe so you don't throw codes. the dx lx has 2 o2 sensors where the ex has 1. i did and ex header and highflow cat conversion and works great. you can feel the diffrence. dx/lx stock manifolds suck.
