Battery drain

Hi
so here is the deal . My sons 2006 civic has been draining the battery. I tried the AC relay and not that . New battery and altanater still not the problem .
I took it to the shop again the other day the tech looked under the dash and noticed one of those cheap code readers plugged in and just pushed under the dash . It seems that this is the problem . If I unplug it the car does not drain the battery.
Here is the problem when I unplug it the car turns over but Will Not start .
Any suggestions would be great .

Maybe it's not a code reader but some type of bypass for something.

Did you Google what it is?

It's probably lost a ground. The code reader plug is bridging the two ground terminals in the OBD2 connector, and one of those is extremely important for the computer and engine controls.
