ELD malfunction affect battery power?
I took my car in for an oil change and the mechanic told me my battery was low. I know I've got a p1298 electric load detector code and I need to fix the ELD but haven't gotten around to it. Would this possibly be affecting the battery readings that the garage did when I got my oil changed?
Also will disconnecting the negative battery terminal reset the OBD so after I've replaced the ELD I will no longer get the code?

No, they probably tried to turn your car on and noticed they had to crank the crap out of it so they put a voltmeter on the battery terminals. How old is the battery? Original?! If you want to check your own battery, get out a volt meter and check it yourself to be sure, but it usually does not last more than 5 years.
No need to disconnect the battery to clear the CEL, just pull fuse #6 for 10 seconds and reinsert.
