I purchased this 2004 EX and when I got home I seen this in the radiator after it overheated.

It is gritty like sand. I first thought it was a HG issue. But no blue/white smoke out exhaust and the oil is black. WTF is it? Hardwater?

Lets do a magic linkypoo on your pic:
To answer your question, the lumpy/gritty stuff is antifreeze that has had the water boiled out of it.
That's a SEVERE OVERHEAT.
The roughness in the neck is a RUINED radiator, ruined from "steam erosion".
The steam CUT THROUGH the sealing areas where the gaskets on the cap used to seal.
The cap will never be able to seal and hold pressure with the neck damaged like that.
You need a radiator and cap.
I would also almost expect to see the overflow reservoir with a melted lid or elbow piece that goes through the lid.
You also need to figure out WHY this happened, so you don't ruin another radiator.
Probably started with a head gasket seepage, like all the rest.
Really, it could have been any cause though. Fans not running, coolant leaking out, whatever.
End result is a severe overheat and likely damage to the head (warped).
I TOTALLY expect a warped cylinder head from this.

Well that explains why she said they did a new WP and TB. Why they didn't finish with new stat, rad, and sensors I am not sure...oh they did a new rad cap too! Well I gonna replace these components and do a compression check on the head. Thanks for your input...
