Brake pedal noise

The brake pedal on my 2004 Civic LX intermittently makes a sharp clicking noise when braking. The dealer service writer says it's "brake shift". and "it's normal". Any comments?

the outside brakes is normal. inside the cabin if the switch makes a click, you have to remove it and rotate 180 degrees. its put in backwards at the factory.
