not gonna lie. I can't tell what's what in the bottom left of your diagram. lol
here's a wiring diagram I made quite some time ago (diagram shows a 5-pin relay. If you use a 4 pin relay, the 87a pin won't be present)

Pin 86 would just go to a ground. Pin 85 is where I put the inline switch, and the input signal can either be any +12VDC source, be it always on, parking light +12VDC (if you wish to have the foglights on if the parking lights are on), or headlight +12VDC (if you wish to have the fogs on only if the headlights are on. If you don't want to wire in a switch (which can be any switch rated for that amperage, basically any switch you can find at autozone), my diagram without a switch works equally well. The lights will just be on all the time whenever whatever signal wire you use is hot.

Old thread I know but this should help. This is the harness that comes with the 01-03 aftermarket foglight kit
Now on the harness is the 12v+. It can be plugged into an existing spot in the underdash fuse box to one of the constant power locations in picture #2.
The ACC plugs into any other fuse location that has accessory power when the ignition is turned on.

Good info there, I'll allow it 
One thing I found on civicx.com while trying to figure out various add-on electrical things so you can add circuits without cutting/splicing wires
