It seems that my ac is going, it will not blow anything on level 1 or 2, but it will blow on 3 and 4. Same with the heat. The air is also not as cold as it use to be. What is going on? I was told i might need a new Blower? If so how much do they cost and are they easily installed?

it sounds like the lower leavel of the blower motor resister has gone bad. it controls the speed the blower turns. it is a seprate peice and probly alot cheaper then a blower motor. but this would have not a thing to do with how cold the a/c is. hope this helps you some.

Re: Ac and Heating issue.
So what happened? Did you fix it?
I have a Civic LX'99, the air is at full blast whenever I turn on the car, and stay on full blast regardless if I turn off the blower, or set it to level 1 or 2, it stayed at full blast.
Everything else related to it works. A/C works, heater works, or just plain air works also, it just would not SHUT UP! If I can at least switch it ON or OFF, I would be able to put up with it, but no, every time I switch on the ignition, there goes the blower at full blast.
Finally found the "heater motor relay" in the fuse box under the hood, if I remove that relay, the blower would at least stay quiet. Is that part the problem? Is the heater motor relay moderating the speed of the blower? I have one on order (part# 056700-7250), will see tomorrow if that fix it.
Why me? How come nobody has this problem? Didn't find anything on the Internet. Does everybody just take it to the dealership? I would, but the nearest one is 100 miles away, and I hate driving long-distance (even just once a year).
And to boot, this one is less than 40,000 miles, really, even though it is a '99. It is kept in the enclosed garage full-time. It is my #2 car, I bought it used in 2000 when it had less than 20,000, worked perfectly up till now.
Sure appreciate any info, or even just educated guess. I am not a car person...
