the Honda newbie don't even got a license yet

but i am looking to get a 1995 Civic hatch dohc vtec or a Del sol 5 speed for around 2500

i am not in school i got my GED so i will start working 40 hours a week again and i just want some ideas for a cheap project i can take my time on while still being able to put some money away

SOOOO.. basically i want to have a 12 second rice rocket all motor NO TURBO
and NO FART CAN EXHAUST I don't want alot of tickets just something to bring to the track and kill some mustangs

4:1 headers
chip
lightend flywheel

give me some ideas and prices put some detail in there if you can because i am a newbie anyways thanks in advance to anyone that can help Me

Lol who can't kill a 5.0 mustang? And honestly I'm pretty sure you will need to look at better pistons, rods, injector, Chipped Ecu to tune it to give you exact fuel you will need. Nothing is cheap when it comes to power gains. A dyno tune will cost you roughly 200$.
But you can find Dohc hatches for about 1500-2500 stock.
