94dx idies then drops and gos back up
my 5 speed 1.5 has bin blowing a little black smoke then cel came on, taking longer to start then started bucking bad around 2500 rpm under load. it has a new fule filter seems to be elec. issue Im new to civics can anyone give me a good place to start.

check your coolant. if the coolant is full maybe its the sensor that reads the temp to warm up a cold engine. (sorry cant think of the name right now) (((thats just for the idle up and down)))

I have a 95 ex coupe that had a high idle at startup that would drop about half the rpms when it ran a little but I was always low on gas; Now that I have filled the tank again it seems to have stopped but my CEL came on also. This was a little different from a previous problem I had with the Idle surging and dropping repeatedly as well as running hot which was due to an air bubble in the coolant system. Did you recently have any work done on the car? I got the bubble at the same time I had the clutch replaced (and possibly the water pump, but I don't recall exactly). Properly bleeding the coolant system solved the issue immediately with the surging and the temp issues.
I just did this myself today (easy and it works but I have no idea what to do now that I have the code =D). I had a little trouble finding the right place to look on mine but a compilation of several threads helped me find it under the rt side of the glove box about an inch from the kick panel. Mine had a 3 pin and a two pin plug (both blue) no rubber housing, just kinda tucked up next to each other in a groove- the two pin was the one I was looking for. If you don't catch the code the first time it will repeat so keep watching for confirmation.
