Help! D16z6 issue

Hey guys, so I had a D15 in a '95 Civic EX and i just swapped the engine yesterday with a D16Z6 SOHC Vtec 1.6L. I replaced the ECU as well with a P28 OBD1. The engine runs, kind of bogs, but when it hits 3500 rpm.....it bogs and completely shuts off. I have no clue what it could be. I've checked the Vtec wiring and it's all correct.

Any opinions?
