High and fluctuating idle P0505

Im have idle problems again. Code p0505 - IAC valve... My thing is i just replaced the IAC valve with a brand new one less than 6 months ago. I checked the plug and it is secured well. I have a 00' with a jdm d15 with vtec head and 3 stage vtec. The car idles at 1000rmp and when i rev it the idle fluctuates between 1000 and 1500 before settling back down @ 1000>
The last time i had this problem it was the intake mani gasket, i just tore the motor down and did a head gasket and replaced all other upper gaskets so that shouldnt be it, any other ideas on what it could be and where to look? maybe wire harness somewhere or a vacuum leak in a hose?

first off, there is only 1 ecu to run that motor correctly, a P2J I believe. there are a couple diff ones for different OBD2a and OBD2b's. I don't know a whole lot about them, but based off a quick search that is what I found.
Did you bleed out the coolant system properly.? that will also cause the IACV to make a fluctuate.

The car ran fine for over a year with the ECU in it so I don't think the wrong ECU is the problem.
The radiator is full and it ran fine after all the last work I did to it.
How can I bleed the system to make sure I don't have any air pockets?
I pulled the coolant hoses going to the intake and IAC Valve, checked them and they all appear to be fine.

set the front of the car up in the air to help. Open cap, turn heater on and let the car run so the fan comes on a couple times, and add coolant as needed. I usually do mine for awhile just to make sure. another issue, that I had once, was the FICV under the Throttle Body was out of adjustment. which caused my car to idle really high and smoke a bit.
