Over heating issues

Over heating issues
My 98civic started over heating last week. What happens is the temp gauge gets close to the H but usually goes back to normal when I turn on the heat and the fan on high. I thought it was a thermostat so I put a new one in yesterday. The problem still exits but now turning the fan and heat on isn't bringing the temp down. I welcome any ideas

I am flushing the radiator now. I have the flush cleaner in and water in it now. Been running the car for about twenty mins... Getting ready to drive it a few miles. So far the temp is normal in the middle of the gauge and I have both fans running
