Code p1607

I have a 2000 civic ex with a JDM B16b ctr swap. I am using a 99-00 si harness and matching 99-00 si (P2T) ecu. I need to pass NYS inspection but I have a cel for code p1607 PCM internal circuit malfunction. What is the reason for this code? After I pass NYS inspection I will go back to using the JDM (PCT) ecu.

Faulty PCM or ECM. That’s what the code means.

Would a PCM reflash at the dealership fix the issue. Or should I trade ecu with someone and see if that works.

Dealer can't reflash.

Swap first to test with a known good ECM.
