No rev limiter?

Ok, I've had my civic for a few weeks. Today the streets were dry and I said what the hell let's dog her real quick. The tachometer went all the way to 8500rpm. I don't know much about this car, so how would the previous owner gone about accomplishing this?

Engine type? Trans type? Mods?

Tach reads too high (erroneous)? Got a scanner or similar data read to verify accuracy?

D16y7 and 5speed manual trans. As for mods I don't know. I will get a obdii Bluetooth soon and verify. I just read the limiter kicks in at 7500

From the video, it really sounds to me like your tach isn't accurate.
