Is E15 safe to use in 1999 Civic?
When the gas stations start dispensing 15% Ethanol instead of 10%, will it still be possible to drive my 99 Civic? Or will we be forced to upgrade to newer vehicles upon this change?

E15 is not for all cars. E15 will not replace E10, which you already use with no obvious issues. Yes, you use E-10 already. Everyone does. The gov't does not require labeling ethanol content on the pump for 10% or less.
I doubt retailers are going to jump on the bandwagon to sell the crap. They would be far more likely to convert their underground tanks from E85 to E15, than to sink new tanks and install more pumps.

Because stations will need to continue to provide regular fuel for older cars and power equipment, they would need to install a new underground storage tank and pump to offer E15—a significant expense."
