How to adjust timing on '96 Civic Cx?

Hello,

I have a 1996 Honda Civic Cx. 1.6L Manual, engine is a D16Y7.
I want to check/adjust the timing by moving the pitch of the distributor. When I use the timing light (connected to piston#1) the marker or pointer points to a spot somewhere between the white line (TDC marker) and a set of three lines (the center line of the three is red) on the crankshaft pullley. There isn't enough adjustment on the distributor to put the pointer on the red line either.

Perhaps the timing belt has slipped, preventing me from reaching the red line? The motor idles rough, gets poor mpg, and hesitates badly. Sometimes she stalls when at a stop.

The specs listed underneath the hood of the car say timing is 12 +/- 2 degrees. I dont understand how to take that information and use it to figure out where the pointer is supposed to be in relation to the crankshaft pulley's markings.

Can anybody help me?
