Weird Question about a '99 HX engine

Weird Question about a '99 HX engine Ok so my dad just called me and started asking me strange questions about my engine out of the blue. I have a '99 HX with a D16y5 vtec-e . He was asking me about what kind of engine i wanted to upgrade to and stuff then he tells me that he had a conversation with a man just a few minutes ago who claims that my D16y5 wasn't made for overseas. Now I'm assuming this man works with cars or sells parts or something because thats the way my dad made it seem. After we hung up, i did i quick little search but didn't find anything. Anyone have a clue to what this man was talking about? I told my dad that this was the original engine that came with the HX, but since the previous owner did so many modifications to it, it kind of caught my dads attention.
