1. Go buy 1 square foot of fabric from fabric store
2. pop out headlight bulb
3. cut fabric to match contact points around headlight bulb, making a seal ring
4. apply sealing ring to bulb
5. insert bulb
Unless the air/moisture is getting in at some other point because they're cracked, then they're either getting in around the bulb or got in there at some point when you had the bulb removed.
