HELP!!! (horn problem)

HELP!!! (horn problem)

ok...here's the deal. my wife has a 91 hatch that we just bought. the car looks
and runs great for being 12 years old, anyway, in germany we have to go through
the standard inspection to get it registered. when i went everything was fine until
the dude said to blow the horn.

now it has an momo stearing wheel already, so i
figured it was no big deal, probably was just disconnected. well, i took the wheel off
and it was plugged in. so i checked for voltage...10.5. checked the ground.... good.
checked the fuses... good too.
the only other thing i think it could be is the actual horn.
i have no idea where it is located at under the hood. can some one please offer any
other suggestions or tell me where to look.

on the newer ones, i believe its behind the bumper cover on the driver's side, but im not sure on one that old. could try looking there though

found it... there has been some ghetto *** wiring done there. the problem is there is no power going to the actual horn. thanx
