I got what i think is a problem but i dont know. Ill be driving doing like 40MPH or so and it at like 1700 RPMs maybe. Then when i let off the gas it drops below a 1000 RPMs and jumps back up to about 1500RPMs. Is this normal?

That happens to me when cruise control is on, but not when it's off.

Do you notice any gear change when you let go off the gas, if it is an Automatic transmission. If the gear change are happening slowly then I can see it dropping to 1000rpms and then up again. A similar thing used to happen to me on my old car but it was not a Civic and I could feel a gear change when it happened.

that happens to mine also, (02 Ex Coupe), at around 40mph the rpms jump and go down really quick,
