2003 Civic LX won't start

My 2003 Civic LX won't start in cold winter (-23 C). Can't head the fuel pump buzzing sound. Cranking sounds good, Battery is ok -- one year old.

Everybody help?

It may be difficult but you might try listening for click from the fuel pump relay behind the glove box when key is 1st turned to II.
A simple & free test would be to tap the relays case (far left relay from what I could see) Don't kill it, tap it firmly with a small to med plastic screw driver handle and see if it will start after a couple of taps.

So I'm guessing if you hear the fuel pump buzz the car will start ??
